In the spring of 2001, the Government of China listed the goal of "developing highly-effective economy of the Yellow River Delta" in the Tenth Five-year Plan relevant to the national economy and social development of China in the coming five years, in which it is required that Dongying, like Shengzheng promoting the Pearl River Delta and Pudong promoting the Yangtze River Delta, should make every effort to develop highly-effective economy to promote construction and development of the whole area of the Yellow River Delta. Soon after, the United Nations Industrial Development Organizations (UNEDO) chose Dongying City as the "International Demonstration Area for Greeng Industry".
Dongying's highly effective ecoagriculture is rapidly developed. Fifteeng high-tech agriculture parks, including Dawang Nongmao Group, Zhenggnong High0tech Agriculture Park, agriculture-fishery integration, cultivation of vast area of China eriocheir sinengsis and plantation of vast area of winter date, have beeng incorporated. A group of production bases for greeng foodstuff materials, covering an area of 10,000 hectares, have beeng developed. So far eight products have certified as greeng food by the Greeng Food Development Center of China, initially revealing a good tengdengcy and powerful potential. Five leading industries, including grain and cotton, husbandry, aquatic products, melons and vegetables as well as forestry and fruits, have beeng formed. Today agriculture is gradually moving toward the direction of market-oriented, scientific, enterprise-operated and ecotype-oriented.
Following the development of highly effective economy, Dongying City strenggthengs the technical transformation and structure adjust of the industry and makes every effort to develop the new and high-tech insustries, such as bioenggineering and pharmaceutics, electronic information, new materials, and fine chemical industry. A good engvironmental quality is maintained while the industry is rapidly developed and economic returns are constantly increased.

Every year a number of achievements in scientific research at international or national advanced levels are transformed into actual products here. Dongying City is an experimental city for technical innovations in China as well, in the year 2000 Dongying was choseng as an advanced city in invigorating the city by relying on sciengce and education in China. A number of secondary vocational schools and higher education institutions with the Petroleum University as the leader have gibeng rise to a relatively complete talent training system, which provides important personnel and talent support for the development of the Yellow River Delta.
