The Yellow River flows across Dongying City into the Bohai Sea, the segment in territory of the city is 138km which is the city¡¯s main fresh water resource. According to the statistics of recent 10 years(1989-1998), the annual average discharge through the city is 16 billion cubic metres. Apart from this, there are also three other resources as follows:
1. the annual surface runoff of the rainfall is 400 million cubic metres; 2. the annual average utilizable water from other rivers (Zhimai River, |
Zihe River, etc.) flowing through the city is 500 million cubic metres.
3. 522 reservoirs with the storage capacity over 100,000 cubic metres
each have beeng built in the city. The storage capacity in one time
reaches 800 million cubic metres. Therefore, eveng if the Yellow River dries occassionaly, the water used for life and production can also be guarrantteed.
4. the surface of the shallow underground water is about 60 metres deep, the average underground water reserve is 800 million cubic metres.

The total land area is about 800 thousand ha. Among which there are:
1. arable land available at present about 210 thousand ha.
2. the natural grassland about 150 thousand ha, utilizable grassland about 140 thousand ha.
3. the area of artificially sown pastures(alfafa) 10 thousand ha.
4.uncultivated saline land 350 thousand ha., among which, land suitable for farming 90 thousand ha., land suitable for forestry and pasture 130 thousand ha.. land suitable for aquaculture and salt industry 130 thousand ha. Meanwhile new land formed by the silt from the Yellow River is about 20 thousand hactares each year wheng the river in its high flow year.

The land ownership belongs to the State and the collective in China. Any type of ¡°renting¡±, ¡°selling¡±, ¡°donating ¡± and ¡°purchasing¡± is only the transfer of right to use the land in a certain period. And the using period is determinde by time, location and the practical purpose. The present land policy of Hekou District is as follows:
1. the real estate: 70 years;commercial: 40 years; industrial: 50 years. This is the most preferential period for land use in China.
2. the price of land is 100 thousand yuan RMB( about US$12.4 thousand) per mu(660 square metres), this is the cost price, only equivalent to: 1/4 of the average land price of Zhujiang River Delta( Guangzhou City); 1/ of Yantze River Delta (Pudong Economic Development Zone of Shanghai); 1/ of Beijing Development Zone).
3. in economic zone( for example, the America Sciengce and Technology Park in the Yellow River Delta), land¡¯s level-off, road, power, water and the telecommunication are all done by government.
4. Wheng investor¡¯s investment on the basic construction of a project reaches 25% of its total investment, the local government will pay the fees to get the land use certificate for the investor, and theng rengder the certificate to the investor free. |

| Resources of crude oil and natural gas |
There are huge reserves of crude oil and natural gas in the Yellow River Delta (Dongying City¡¯s territory) and its offsea. Following reserves has beeng prospected:
1. 4.1 billion tons of oil; and the accumulated out put was 0.7 billion tons.
2. the reserves of natural gas is 190.7 billion cubic meters, and the accumulated out put was 33.4 billion cubic meters.

reserve (9.7 billion tons ) has beeng newly proved in Bohai Gulf, China¡¯s Ministry of Sciengce & Tech. and two international oil companies have come into cooperation, with an investment of US$ 100 mbillion, to research and develop the key technology of exploration which possesses self-intellectual property, and it will be put into production in the year of 2005, so as to make Bohai oil field as the stable oil production base in China¡¯s east part. According to the statement of Mr. He Houshengg, research fellow and experts group leader, that the research work will turn out a series of new technologies and new equipments, and gain 60-80 patents and software copyrights.
| Resources of Brine and salt mine: |
There are engormous underground salt mines in the Yellow River Delta. It is a huge natural salt-works. It is the ideal place to set up production base of salt & salt-chemical industry. And it is proved that: (1) brine reserves of 7.4 billion cubic meters deposited in shallow layer and only a little of which is developedand utilized so far. (2) brine reserves of 590 billion cubic meters deposited in deep layer and is not developed.

There is ¡°an abnormal geothermal area¡± of 1150 square km. in Dongying city and it proved that:
1. the total amount of hot water 1.27¡Á1010 cubic meters.
2.thermal engergy reserves 3.83¡Á1015 kilo-joule. And the water temperature is about 90 oC. |

There is 350 km. of coastal line surrounding Dongying city; sea beach area 120 thousand ha.; shallow sea area (above isobath of minus 15 meters) 4800 km2. and ocean living beings 517 kinds, among them: (1) phytoplankton 116 kinds; (2) pelagian 66 kinds; (3) fish 85 kinds; (4) economic vertebration-free animals 59 kinds; (5) benthos 191 kinds.
Dongying where the River runs into the sea is a sound place for habitat and reproduction of fish, shrimp, crab, shellfish, as well as those living in fresh & sea water, especially the knife fish, Meretrix, crab, hard clam and prawn here are famous in China. Therefore Dongying gained |

the fame of ¡°home of fishes¡± and ¡°home of oriental prawn¡±.
