Preferential Policies to Investors of Dongying City
|
| ARTlCLE I Tax Preferences |
1. The newly-established industrial enterprises:
(1) 40% of the value-added tax (VAT) for local portion shall be refunded in the first three years of operation. If the project is certified to be State--level high--tech project, the VAT for local portion shall be totally refunded in the first three years of operation.
(2) Enterprise income tax shall be totally refunded in the first three profit-making years and 50 per cent refunded in the succedent two profit-making years. If the project is certified to be high-tech projects at and above provincial level,the enterprise income tax shall be totally refunded in the first five profit-making years.
(3)Urban construction tax, additional charges of education funds, house property tax, vehicle and vessel tax (excluding charges for purchasing tax-paying marks), land--use tax and stamp duty shall be levied first and refunded afterwards in the first two years of operation.
2. Enterprises merging or investing in the existing industrial enterprises:
The enterprises shall enjoy the preferences stipulated in the above-mentioned Article I for the newly increased tax, excluding the basis for last year's taxation of the previous said enterprises.
3. Newly-established commercial, service and recreational projects:
(1)Projects with fixed assets investment of over 5 million RMB yuan shall be totally refunded the income tax in the first three profit-making years, and refunded 50% in the succedent two profit-making years.
ARTlCLE VII Procedures to materialize the tax preferential policies
(2)Projects with fixed assets investment of over l0 million RMB yuan and with a yearly turnover of more than 20 million RMB yuan shall be refunded 50 % of the turnover tax, urban construction tax,additional charges of education funds and the local portion of the VAT for the first five years.
4.Newly-established trade--type enterprises:
(1)Enterprises with a yearly turnover of more than l0 million RMB yuan shall be refunded 60% of the income tax, turnover tax, urban construction tax, additional charges of education funds and the loca1 portion of the VAT in the first five profit-making years.
(2)Enterprises with their export value accounting for over 80 % of their whole sales value shall be totally refunded the income tax in the first three profit--making years.
5.Building industrial standard factories:
Those who come to the city to develop and build industrial standard factories and sell the factories within a period of five years after having completed the construction shall be refunded 50% of the land value-added tax.
6.Invest in constructing specialized wholesale markets:
The income tax and turnover tax shall be totally refunded in the first three years.
7. Invest in electricity, water conservancy, port, dock, airport, highway, bridge and other infrastructure projects
The income tax shall be refunded in the first five profit--making years and 50 % refunded in the succedent five profit--making years.
8.Invest in agriculture, forestry, animal husbandry and fishery projects:
The tax on agricu1tural products and special local products shall be refunded in the first five years and 50% refunded in the succedent five years. |
| ARTICLE II Charging Preferences |
1. Those who invest in new projects shall be only collected the cost of production of certificates, other administrative fees shall be exempeted, and the operation fees shall be reduced by half.
(1) Only the cost of production of certificates shall be collected from the newly-established enterprises in the first three years of operation, and other administrative fees shall be exempeted. In the succedent seven years of operation, the charging items stipulated by the state shall be collected at floor level and the charging items stipulated by the province shall be reduced by half.
(2) Newly--established enterprises shall be exempted from the water conservancy construction funds and the charges of maintenance of river work.
(3) Five times of advertisements through newspapers, television or broadcasting, within 30 days after the date of operation, shall be given free of charge to the newly--established enterprises, excluding those enterprises engaged in commercial, restaurant and other catering business as well as service sectors.
(4) Enterprises with outside investments shall be provided with Registration Card for Charges.The charging units must collect charges in accordance with the list of charges stipulated. The registration card should be faithfully filled in when collecting charges. The enterprises are impowered to reject any charging unit who fails to fill in the card. |
| ARTlCLE III Preferences on Land for Construction Use |
1. Investing in newly--established industrial projects in the city-level industrial area of the center city:
(1)Projects with fixed-assets investment of l0~30 million RMB yuan (including l0 million RMB yuan), according to the stipulated quota of land use, shall be exempted from the land income for the State and local government for l0 years for the part of less than 30 mu(2 hektares) of land.
(2)Projects with fixed--assets investment of 30~50 million RMB yuan (including 30 million RMB yuan), according to the stipulated quota of land use, shall be exempted from the land income for the State and local government for l0 years for the part of less than 50 mu of land.
(3)Projects with fixed--assets investment of 50~l00 million RMB yuan (including 50 million RMB yuan) or projects certified as high-tech ones with fixed assets investment exceeding l0 million RMB yuan, according to the stipulated quota of land use, for the part of less than 50 mu of land, the land cost shall be borne by the government while the land income for the State and the local government shall be exempted for 20 years.
(4)If the projects with fixed--assets investment exceeding l00 million RMB yuan (with l00 million RMB yuan inclusive) need to use more land, special preferential treatment may be given to the projects on the request of investors through negotiation.
2.To obtain land--use right of the land administratively allocated to the existing enterprises in the city, the land--use right may be directly transferred to the newly--established enterprises, and the land transfer fee collected by the government may be reduced by 60 %.
3. The land to be used by the projects investing in the construction of public facilities shall be provided for 20 years through administrative allocation. The land for the cooperative projects in the form of BOT or TOT shall be provided through allocation for a duration equal to the cooperative period. |
ARTlCLE IV Preferences on Land Development for Farm Production, Forestry, Pomiculture, Animal Husbandry and Aquaculture Industry |
1. Generally, the period of land use is 30 years. It may be extended to a maximum period of 50 years.
2. To obtain land-use right by means of transfer:
(1)A 20 % discount shall be given to those who pay off the land transfer fee by lump-sum.
(2) If the land transfer fee is paid by in installments, 5 % of the total amount of the fee shall be paid as down payment, and the rest of the fee shall be paid off in 5 yearly equal installments starting from the sixth year after the contract becomes effective.
(3)Those who lease the state-owned wasteland, shallow sea and mud flats shall be exempted from the rental or fee for use of sea area by the government in the first five years. If the State-owned wasteland is pooled as shares, the government shall not share in the dividend in the first five years.
3. Investors and developers are encouraged to accept and employ the city's demobilized soldiers, urban unemployed and the laid-off workers. The fee or rental for every l0 mu of the transferred land--use right or the leased land may, subject to providing relevant certificates, be deducted for every such employed person with a signed labor contract of not less than five years,and the minimum fee or rental can be deducted to zero. |
| ARTICLE V Preferences on Communication Services |
(for inverstors with the amount of investment over 5 million RMB yuan)
1.A telephone virtual network free of charge shall be installed.
2.A set of internet-connecting equipment(excluding the computer equipment) shall be provided free of charge.
3. 5~l0 Chinese-display Beep-Pagers and l~2 mini--mobile telephones (effective for use in the city's urban area) shall be given as presents.
4. 50~70% discount in charges for primary installation of telephones shall be given. |
| ARTICLE VI Other Preferences |
The preferential policies applied to those home and abroad who invest in Dongying also cover bringing-in talents, housing and settling--in subsidy allowance, specially prominent contributions,and other fields. They are omitted in this summary. |
| ARTlCLE VII Procedures to materialize the tax preferential policies |
1.Application by the tax payer;
2.Certification by the Municipal Investment Office;
3.Issuing certificate by taxation department;
4.Implementation by financial department within one month starting from the date of application. |
